Building on the momentum from the inaugural GAIP Summit 2024, GAIP Summit 2025 aims to move the conversation from dialogue to concrete action. Last year's summit highlighted the urgent necessity of integrated solutions through cross-sector collaboration, robust data, advanced modelling, and targeted skills development to strengthen long-term risk resilience across the region. Since then, GAIP has actively advanced these efforts, having developed an actionable framework to address protection gaps in a holistic, integrated manner, while supporting the data, modelling and skills development challenges with initiatives such as the Asia Risk Platform and our Capacity Building for Risk Resilience programme.
Further emphasising GAIP's commitment to actionable strategies, GAIP Summit 2025 will unite key stakeholders—from insurers and policymakers to development banks and international organisations. Participants will engage in focused dialogues, interactive panels, and collaborative sessions aimed at forging practical partnerships, exploring innovative financing mechanisms, and identifying enhancements necessary for scaling effective solutions across the region.
In a distinctive alignment, the GAIP Summit 2025 will be running alongside with the Geneva Association PROGRES Summit, with the two events jointly aimed at deepening global collaboration. A key highlight will be the 16 September session featuring a fireside chat with the Chairs of GAIP and the Geneva Association, and the IAIS Secretary General, followed by a co-hosted dinner symbolising the shared commitment to building resilience through collective action.

The keynote will highlight how global risks – climate change, pandemics, and tech disruption – will demand urgent, collective action. Asia's rapid tech adoption and vast markets will offer unique strengths, but large uninsured populations will remain a major challenge.
To truly move the needle, we must break silos, collaborate across sectors and borders, and harness both innovation and shared responsilbility.
The Asia-Pacific region faces significant protection gaps that leave populations and economies vulnerable to natural disasters and climate-related events. Approximately 83% of natural catastrophe losses in Asia remained uninsured in 20241, highlighting persistent gaps despite numerous initiatives. GAIP's series of papers on protection gaps— “About the Protection Gap,” “The Solutions Landscape”, “Catalysing Resilience and Well-being”, and “Turning Intentions into Resilient Outcomes“—underscore the interconnectedness of risks and solutions, emphasising that addressing these gaps requires integrated actions across multiple stakeholders. This panel aims to highlight why cross-sector collaboration is crucial, explore the interconnectedness of risk management and solutions, and showcase successful collaborative models.

Effectively addressing Asia's substantial protection gaps requires sustained and deepened cross-sector collaboration. Yet despite broad recognition of this need, many collaborative initiatives have encountered persistent barriers, impeding meaningful progress. Regulatory misalignment, conflicting stakeholder incentives, silos, limited capacity, and inadequate trust among sectors are some factors that may have hindered effective multi-sectoral partnerships. Building on the insights provided in GAIP's papers—particularly “The Solutions Landscape” and “Catalysing Resilience and Well-being”—this panel will delve into the impediments to scaling successful collaborations. By clearly identifying these specific challenges, this discussion aims to clarify why well-intentioned initiatives frequently stall or fail to reach their potential, providing essential groundwork for subsequent discussions on actionable solutions and improved collaboration frameworks.

Effectively addressing protection gaps in Asia requires substantial capital and innovative financing mechanisms. While important, traditional financing solutions have proven insufficient in scaling resilience efforts. GAIP, in collaboration with Convergence, has developed a comprehensive Playbook guiding insurers in leveraging blended finance to support climate action and resilience. This panel will explore the transformative roles the insurance sector can play—as risk advisors, insurers, and investors—to mobilise resources and enhance financial resilience against climate risks and other large-scale challenges.
