Catalysing Resilience and Well-being

It is without question that protection gaps are growing, driven by various factors, from climate change to rapidly growing economies. At GAIP, we are focused on narrowing Asia's protection gaps, which we believe is critical to Asia's economic resilience and growth. Our studies into this topic led us to the conclusion that the risks and solutions to addressing protection gaps are interlinked, and hence, a multi-sectoral, holistic, integrated approach is necessary to address the gaps effectively.

This paper, the third in our Protection Gaps series, offers a framework for this integrated approach. It argues that piecemeal approaches are insufficient and that integrated, holistic policies—aligned with economic goals and Sustainable Development Goals (SDGs)—are essential. The paper highlights how coordination across sectors, from finance to health to infrastructure, can yield powerful synergies. It also urges policymakers to shift from reactive cost-benefit assessments to proactive prioritisation based on interrelated risks and solutions. A companion paper (coming soon) will provide detailed operational guidance for implementation of this framework.
